Many airline recruit Type rated first officer even if they the have no hours on type. And even better, often you can apply even if they indicate in the job advertisement that i.e. 500 hours on type are required. This means they recruit but absolutely DO NOT want pilots with no valid type rating or even just an CPL ME-IR. This means they can take a Type Rated first officer immediately when their recruitment need arises. Without the risk or delay of a cadet not getting the type rating license endorsement on time. As airlines cannot delay their OCC. So i.e. when another pilot does not show up for OCC or the airline has higher fluctuations than expected within their pilot corps, they can immediately hire you without the hassle of a bonding agreement or other unwanted complications.
